Saint-Plonget, a small town of 6,000 residents, has just been shaken by serious incidents that affected most of the local merchants and were carried out by young hooligans from the Bronchettes neighborhood.

Sentenced to a few days in prison, they have just been released, and the shopkeepers—outraged that they were let go so quickly—decide to protest by marching through the streets of the old town.
The mayor, Donadieu, bans the demonstration.
